Accident Summary:

Aircraft had a load of six passengers and 1,400 lbs. of fuel. On an approach to the LZ, the RPM began to fall off. The AC attempted to take-off but the aircraft continued to fall. The AC applied aft cyclic and left pedal and let the aircraft settle to the ground. The aircraft rolled on its left side
